CargoCap is conceived for freight transport in congested urban areas on the local and long-distance traffic sector up to 150 km. The Caps call at many stations in an extensive underground transportation pipe network 24 hours a day. At their final destination one or more Caps arrange themselves automatically into the station to be re- or unloaded.
Because of underground transportation pipes CargoCap is independent, unaffected and uninfluenced by other transports, traffic routes and traffic jams. Because of that the assumed lower transport speed, if the transport flow is constant, leads to a significant decrease of transport time in comparison to lorries in congested urban areas. In operation CargoCap does not impair the environment neither with noise or exhaust fumes.
Computer-controlled Caps with each a volumetric capacity of two euro-pallets CCG 1 with the dimensions width ´ depth ´ height = 800 ´ 1,200 ´ 1,050 mm carry out the transports. The euro-pallet is a standardised freight carrier that has proved itself in practise. Its use guarantees an easy implementation of CargoCap into existing logistics chains. Because of the loading with only two euro-pallets a Cap, a high loading and distribution flexibility is ensured. If more goods have to be delivered to one destination, simply more Caps run in combination. Flexible, fully automated re- and unloading stations make the turnover fast and competitive.
Because the transportation pipes are predominantly laid in public space, uncomplicated and quick planning and authorisation methods are possible. The laying of additional transportation pipes next to, under or over existing pipes, sewers, subway tunnels and other underground buildings is possible without the impairment of surrounding infrastructure installations.
The production of the transportation pipe network is also trouble-free. The transportation pipes have been modified on the basis of competitive jacking pipes with a diameter of 1,600 mm that have proved themselves in pipe construction for years. They are laid with the help of the pipe jacking method accurately, precisely and unnoticed by the population . This underground construction method is competitive , fast and environment-friendly.
The great advantage of CargoCap is the fast and uncomplicated extensibility of the transportation pipe network. If the demand for transport increases the underground transportation network simply grows with it. Thus CargoCap is able to support the economic development and the increase of the competitive ability of business locations effectively beneath far reaching advantages for the environment and benefits for security.
The general legal scope of CargoCap
The starting point for all legal investigations is the legal classification of the underground transportation pipes. The legal norms that are relevant for CargoCap depend on this legal classification. The deciding question is if the transportation pipes are to be assigned to public traffic or to public supply.
Traffic facility
A traffic facility serves to change the places of freight and people by its transport.
Supply facility
A supply facility primarily serves to provide a certain supply (for example gas, water, electricity and district heating). The transport of this supply is merely a necessary concomitant.
CargoCap
CargoCap serves to transport various packaged goods. Prior in this connection is the transportation of goods, but not the placing of the goods at the disposal.
Conclusion
For this reason CargoCap cannot be seen as a supply facility, but rather as a traffic facility that contributes to the general public, and thus serves public interests.
